The recommendations will now\u00a0proceed\u00a0to EXCO and Full Council for final approval.\u00a0<\/p>\n<h3>R570-million investment unlocked through economic incentives\u00a0<\/h3>\n<p>The Committee supported key recommendations under the Economic Development Incentive Policy (EDIP), which positions Durban as a competitive and investor-friendly city.\u00a0<br \/>The EDIP offers targeted property rates rebates that reduce development costs while expanding the Municipal rates base over time.\u00a0\u00a0<\/p>\n<p>Priority is given to developments that stimulate economic activity, support spatial regeneration, and enable sustainable job creation.\u00a0<\/p>\n<h5>Two major private-sector projects were considered:\u00a0<\/h5>\n<ul>\n<li><strong>Cedar Point (Pty) Ltd<\/strong> \u2013 A R320-million mixed-use commercial development in the Aerotropolis precinct. The project has already created over 600 temporary and permanent jobs and is strengthening activity in this strategic economic node.\u00a0<\/li>\n<li><strong>Estine Development (Pty) Ltd<\/strong> \u2013 A R250-million development in Kingsburgh that is expected to create 1 000 construction jobs and sustain 350 permanent jobs once operational. It will provide a secure, modern retail facility for the local community.\u00a0<\/li>\n<\/ul>\n<p>Together, the investments represent R570-million injected into Durban\u2019s economy.\u00a0<\/p>\n<h3>Kwamnyandu Urban Hub Precinct plan moves ahead<\/h3>\n<p>The Committee considered a report recommending support for the KwaMnyandu Urban Hub Precinct Plan under the Neighbourhood Development Partnership Grant (NDPG), in collaboration with the Programme Coordination Directorate.\u00a0<\/p>\n<p>The Plan outlines a long-term framework to transform KwaMnyandu into a vibrant, connected, and economically active township hub. It supports the Municipality\u2019s goal of developing self-sustaining, transit-oriented, inclusive urban centres, enhancing uMlazi\u2019s integration into the metro economy.\u00a0<\/p>\n<p>Projects identified under the precinct are proposed for prioritisation within the NDPG framework to accelerate implementation and unlock local economic opportunities.\u00a0<\/p>\n<h3>Public consultation starts on 2026\/27 tariff reviews<\/h3>\n<p>The Committee also supported the start of public participation on proposed tariff reviews for the 2026\/27 financial year.\u00a0\u00a0<\/p>\n<p>These include:\u00a0<\/p>\n<ul>\n<li>New tariffs for Agribusiness AgriPark incubators\u00a0<\/li>\n<li>Reviews of tariffs for Municipal retail markets\u00a0<\/li>\n<li>Tariff adjustments for itinerant traders, street traders, hive sites, and container trading facilities\u00a0<\/li>\n<li>Planning tariffs\u00a0<\/li>\n<li>Business licensing tariffs.\u00a0<\/li>\n<\/ul>\n<p>These reviews aim to ensure financial sustainability, enhance service delivery, and foster a supportive trading environment for both formal businesses and informal traders.\u00a0<\/p>\n\n\n<hr class=\"wp-block-separator
